Frequently Asked Questions

- For construction/building/ renovation/repair concerns
- Secure from the BAVA Office a copy of the Association’s building/construction rules and regulations before commencing with any construction work.
- Use of residential and commercial lots
- The Association Office can, for your advance information and reference, provide you with a copy of the Association’s Deed Restrictions for residential lots and the Implementing Guidelines on the list of permitted commercial uses for lots abutting Jupiter, Polaris, Orion, Nicanor Garcia (Reposo), Neptune (Buli) and Estrella Streets, and Makati Avenue.
- Inquiries may be entertained by (depending on the degree of concern):
- The Association’s General Manager,
- Association Engineer and,
- Any of the Association Staff/Security Headquarters
- Policy on New Residents
- New residents who are either tenants or property owners are requested to register at the Association office for record purposes.
- A photocopy of the subject property’s Deed of Sale or Transfer of Certificate of Title (for new property owners) should be submitted to the Association Office.

Commercial
- Land Area: P44.85
- Floor Area: P 7.80

- Grass Cutting Fee/annum: P 2.00/sq. m. (for vacant lots)
- Deadline for payment is February 15 of each year.
- Discount on full payment of assessment dues is offered to early payers as follows:
- On or before January 15 of each year: 10%
- January 16 to January 31: 5%
- 1% interest and 2% penalty per month is applied to unpaid dues after the February 15th deadline
- Both the property owner and the tenant are furnished with Billing Statements covering the Association dues.
- The Association dues are utilized for the costs of providing security services to the Village, maintenance of roads, utilities, garbage collection, etc.
- Issuance of:
- Car Stickers
- Only property owners or residents may secure Bel-Air inter-village stickers. Application forms as well as the rules and regulations may be obtained from the Association Office.
- The issuance of Bel-Air vehicle stickers is scheduled in June of every year.
- Members who are not in good standing shall not be issued BAVA inter-village stickers.
- Cost of Stickers
For inter-village stickers
- First five (5) cars: P200.00/per vehicle
- Sixth and succeeding cars: P500.00/per vehicle
For Bel-Air stickers
- Fees range from P1,000.00/vehicle up to P2,000.00/vehicle depending on their total piston displacement
- Vehicles with inter-village stickers may not only enter restricted gates of Bel-Air Village but also other Makati Villages such as Dasmariñas, Forbes Park, Magallanes and Urdaneta.
- Bel-Air stickers are honored in Bel-Air Village only.
- BAVA IDs
- Domestic helpers and service providers, e.g. tutors, residential security guards who are employed by the residents and, constructions workers are required to secure BAVA IDs from the Security Headquarters.
- Residents shall require their household helpers to secure their proper BAVA IDs within one (1) week from their actual employment in their households. Failure to do so shall result in their being declared as members not in good standing.
- Definition of Members not in good standing
- Members/residents are considered to be not in good standing if:
- they have unpaid association dues
- there are ongoing Deed Restrictions violation cases filed against them, be they for unsettled association dues, assessments, building code penalties, etc.
- they have unsettled fines or fees (for example, dog ordinance violation fines, failure to use helmets, parking in no parking/restricted areas, horn blowing, violations of building/construction rules and regulations, household help without IDs, etc.)
- Garbage/Recyclable Collection
- The collection of garbage is carried out every evening. Garbage receptacles should be placed outside the resident’s house at around 7p.m. and re-placed inside his/her premises in the morning.
- Recyclables are collected by an authorized recyclable collector. You may call the Security Office for pick-up.
- Basic Parking Rules
- Residents are not permitted to place or install in any and all streets within the Village any personal signs such as "No Trespassing" and "No Parking," placards or advertisement.
- Disallowed are parked vehicles that are unattended/unserviceable and have been found to be blocking Village streets and have become annoying to immediate neighbors and to the community in general.
- Due to the narrow Village streets, residents are required to park their vehicles within their garages. Any excess vehicles of residents that cannot be accommodated in their garages may be parked along the area fronting their residences and not on the opposite side of the street. To do so would be at their own risk.
- A fine of P200.00 for the 1st hour and P50.00/hour thereafter is imposed on non-resident owners of vehicles illegally parked in Bel-Air streets. Residents and Non-residents whose vehicles are parked in the restricted areas reserved for the disabled shall be subject to a similar fine of P200.00 for the first hour and P50.00 for each succeeded hour.
- The following identified vehicles and crafts are prohibited from being parked or left along village streets, parks or common areas, and must be parked or stored within the garage or premises of the owner:
- Trucks of any size (6-wheelers or more), delivery trucks/panels, commercial vehicles, buses, mini-buses, over-sized motor vehicles or any vehicle larger in size;
- Non-motorized vehicles and other contraptions with or without wheels, including trailers (with or without any load), rolling stores, push carts, karitons, containers and the like;
- Speedboats, motorboats, or any other type of sea-craft vehicles
- Shanties (barong-barongs), shacks, nipa huts (bahay-kubos) and similar structures; and
- Any and all objects which in the opinion of BAVA Security may obstruct, impede or slow down the flow of traffic.
- As a general rule, drivers or vehicle owners are discouraged from keeping the engines of their vehicles running while parked within the Village. This contributes to air pollution.
- Traffic Rules
- The blowing of horns within the Village is completely prohibited from 10:00pm to 6:00am of the following morning except to avoid accidents.
- Riders of motorcycles, motorbikes, scooters, bicycles, roller blades and skateboards are required to wear protective helmets upon entry into the Village and within Bel-Air Village. A fine of P100.00/violation is imposed upon each violators. This warning is posted at suitable places on or before the entrances and gates of Bel-Air Village.
- Display/distribution of Posters/ Streamers/Notices/Flyers
- The display of posters, streamers or notices intended for commercial purposes including election materials within the Village is prohibited except those related to the activities of the Association and Barangay Bel-Air.
- A week-end delivery service for a fee of P4.00 per flyer and P5.00 per magazine is being offered by the Association for those intending to distribute such printed materials to the residents. For security reasons, only authorized Bel-Air personnel may distribute flyers, magazines and ads.
- Climbing over and crawling under Village closed gate barriers
- It is absolutely prohibited for property owners, residents or their guests to climb over or crawl under closed gate barriers for the purpose of entering into or exiting from the Village. Such violators who are caught in the act shall be subject to a penalty/fine of P1,000.00 per violation/incident.
- Household Help Visitors
- Household help are prohibited from entertaining their visitors inside the village after 7:00p.m. If there is an urgent need for them to meet their visitors, they can do so at the village gates, but only with the express permission of their respective employers.
- Bel-Air Fitness Gym
- Gym membership is open to:
- Property owners & their immediate family members currently residing in Bel-Air.
- Tenant and their immediate family members who can present a valid contract of lease. The privileges of the property owner insofar as gym membership is concerned are deemed to be transferred to the tenant and can no longer be exercised by the property owner or his immediate family members
- Visiting immediate members of residents, called transient members, who would wish to avail of the gym facilities.
- Membership fee:
- Annual membership fee is P4,000.00 payable in advance and subject to adjustment on a yearly basis.
- Transient members will be charged a fee of P500.00 per month.
- Use of BAVA Premises
- BAVA premises which may be used for functions or events for a fee:
- Gemini function room
- Phoenix function room
- Bel-Air Park II pavilion and grounds
- Bel-Air Park III grounds
- Only residents/members in good standing may make use of the aforementioned BAVA premises. By resident/member, it shall mean an individual who, together with all the members of his family, are living in the property he/she is occupying in Bel-Air Village.
- Badminton/Basketball Courts
- Only residents with Barangay and/or BAVA ID who are in good standing can reserve and make use of the two (2) covered badminton/basketball courts at Bel-Air Parks II and III.
- Reservations are accepted during office hours at the Association/Brgy. Bel-Air Office.
- Other Amenities of the Village
- Clinic: All members in good standing automatically enjoy the benefits of LIFELINE Arrow ambulance service
- Post Office: These are located within Bel-Air Village Community Center
- Rules on Pets
- No cattle, pigs, sheep, goats, duck, geese, roosters or rabbits shall be maintained in the lot, except that pets may be kept under the condition that they be controlled in accordance with the rulings of the Association.
- Owners of dogs are prohibited from allowing them to roam or stray in any open vacant lot, sidewalk, street, park and in all other public places within the territorial jurisdiction of the Association.
- Residents and/or household help who are found not carrying an appropriate receptacle for the proper disposal of their dogs’ feces while walking their dogs in the village, and who fail to remove said defecated waste matter will be penalized accordingly.
- Ecology/Environmental Concerns
- Residents whose frontage has been planted with new tree saplings are required to assist the Association in taking care of said tree saplings.
- The unauthorized cutting of Association trees located on the sidewalks of the Village is prohibited and such act shall be penalized with a flat fine of P5,000.00 per unauthorized tree cut.
- Residents should secure a clearance and approval from the Association’s Ecology Committee before planting trees/plants in the sidewalk area. Violation of this rule will result in a fine of P2,000.00 per tree and outright removal of the trees in question.
- Burning of garbage including dried leaves inside the Village is prohibited and is penalized with a P1,000.00-fine per incident.
- The Association’s Ecology Committee is empowered to remove and destroy any unwarranted intrusions- plants or structures on any sidewalk within the village that the Committee considers as an obstruction of free passage of vehicles and hazardous or unsafe for pedestrians.
