THE MAGNA CARTA FOR HOMEOWNERS AND HOMEOWNERS' ASSOCIATIONS NOW OFFICIALLY A LAW

The homeowners' associations were very jubilant when Republic Act No. 9904, otherwise known as the Magna Carta for Homeowners and Homeowners' Associations was finally signed into a law last January 7. The signing wrote finis to their almost a decade-long quest for its passage, to address issues beleaguering both homeowners and homeowners' associations. The signed version of the Magna Carta was turned over to the HLURB and representatives of the village federations including the Association's new Village Office Manager, Mr. Antonio Luna M. Ocampo (seen at the rightmost portion of the picture) during the simple turn-over ceremonies at the Senate's Jose Laurel room. Mr. Ocampo was formerly the Executive Director of the Federation of the Residents' Associations (FORA), Inc. wherein BAVA is a member.

It is noteworthy to mention a provision in the Magna Carta where association dues and income derived from the rental of association facilities shall be tax-exempt, and another one where in cases of zonal reclassification, the approval of the majority of homeowners in the association concerned is required. The Magna Carta defines the rights and duties of every homeowner and members as well as the rights and powers of the Association. Furthermore, every homeowners' association is mandated to conduct a review of its bylaws within six (6) months from the effectivity of the Magna Carta and to comply with its provisions.

 

 

REHABILITATION OF ORBIT GATES UNDERGOING  

To enhance the image of Bel-Air Village, BAVA commenced with the rehabilitation of the Orbit/Jupiter Gate and Orbit/Kalayaan Gate in Phase 2 on January 8, which we hope will be finished on or before March 18. After its rehabilitation, Orbit Street will be landscaped and its sidewalks widened with paving blocks.

In addition, the Association embarked and completed some projects. These are the repair of secondary gates, clearing and repair of sidewalks along Taurus and Orbit streets and the rehabilitation of the Juno ramp at Park 2.
               
New construction of a canopied walk-around the basketball court of Park 2 is in progress.
               
Separately, the Association plans to do an interior face-lifting of the Community Center's Phoenix Room.

With the national and local elections just around the corner, we would like to remind our residents/ homeowners that displaying posters, streamers or notices intended for commercial advertisement including election propaganda within the village is prohibited under Resolution No. 2003-12-01.
